An Overseas Settlement Department has been established by the Imperial Government with a view to directing tfa»> emigration of ex-service men to the dominions, rather than to toreigu countries. Alreadv tho Department has received about 1200 applications, and about 73 per writ. of the applicants desire to go to Canada, and the balance to Australia and New Zealand. Man> of the latter have made inquiries in regard to facilities for fruitgrowing. The applicants for Australasia have been referred to the respective agencies owing to the fact that no arrangements are vet possible. for sending them over--ea>~ until the dominion.- are ready to receive them. Giving evidence before the Low Grade Mines Comniis-ion in Johannesburg, the Director of Native Labor uttered a urave warning regarding native grievances. especially the color bar. He said that serious trouble was inevitable in the near future iinh-ss those grievances were remedied. There were two alternatives—either to sit on a volcano till the dav of eruption or to treat the situation in a statesmanlike way l>y eliininuting the color bar and allowing whites and blacks to compete on their merits. A statement was presetiK-d »>y the Mineworker-' Union, in reply, strongly against -any relaxation ot the present regulations, urging the color bar as a protection for European workers against indentured native labor, and \ declaring that the alleged crisis in the mining industry made it urgently necessary for the Government to consider seriously whether by nationalisation or otherwise it could bring the gold mines [ under more efficient public control.
