Tho National Union of Rarliraymeii sent a special commission of • three 'officials to examine the methods and conditions in force at St. Taerlys (Plollaud), Belgium, and Germany. 'The commissioners reported that tho English railways had not much to learn from the Continental system. In Germany particularly, the signalling arrangements were bad, the pay was inferior, and the hours of service longer; while red tape .-precluded the prompt hearing of grievances.
