Wellington; Junel. At tlie end of the month Mr W. R. Morris. Secretary of the Post and Telegraph Department, will leave the Dominion to attend the Postal Congress at Madrid. The.previoils Congress took place in l'.lOu atHome, when Sir Joseph Ward, Postmaster General, represented the Dominion and was success! ul in securing for this country a separate vote, a difficult and delicate matter to negotiate, as the majority of members were disinclined to alter the status quo for fear of giving .British representatives a preponderating .influence. No doubt the question of universal penny postage, uill again be brought- up at the Congress." Accompanying Mr Morris will be Mr Hooper, of the Ag ricnltural and Commerce Department, who was present with the New Zealand delegates at the Rome Conference. Mr Hooper was formerly on the High Commissioner's .stall' in London and is an expert French Linguist, this being the official language of the Conference.

During the absence of the' Secretary to the Post Office the position will btj temporarily filled by Mr F. V. Waters, one of the assistant secretaries, who has bad a lifelong connection with the. Department. • ,
