The newspapers note that certain developments in French polities' tend' gradually to unite' the opposing" groups into two large parties, similar to the British. M. Briand, the leader- of the movement, has inaugurated tin important electoral campaign. While addressing 2000 of his'constituents at St. Etienne lie' Was repeatedly applauded'. He vigorously denounced the- new Cabinet on the ground of its insincerity and inconsistency. He described his own position . as standing between the Right and the' Extreme Left The latter was the party of revolution. He appealed to his hearers to work for the realisation of a Republic, wherein the Government would be at the service of all Frenchmen., and whence the harsh tyranny,of local personalities and parish pump interests would be banished effectively, as the great revolution ended ;-lie reign of personal and central despotism. Received December 23, at 10.5 a.m.
