NEW PAPAL EDICT.
BLOW TO HOME RULE;

Received December 27, at 8.25 a.m. London, December 26. The Dublin correspondent "of the Times states, with reference to the' Papal decree prohibiting Catholics suing the clergy in State Courts, transgression of which edict involves the sentence of ex-communication, as already pronounced. He adds that the right of absolution from ex-communication is specially jeserved to the Pope. The decree similarly penalises those enacting laws or decrees against the liberty and rights of the clnireh. Thus every member of Parliament legislating and every executive officer promulgating such laws comes within the scope of the decree. The Nationalists realise the possibilities of the decree as an instrument of battle against Home Rule. The correspondent adds: ."For the second time within a few years the church has dealt the cause of separation heavy blows."
