WAITAKI COUNTY COUNCIL.
The following concludes our report of yesterday's meeting: — A. R. Watson, on behalf of Kurow settlers, asked if the settlers or the Council had to keep the water-race crossings where they cross the road, and also drew attention to very low places on the back road where the water lay and could not be kept off. The settlers asked if the Council would pipe these places.—lt was decided to ask the settlers to make suitable provision for the water to get away. Thos. L. Hill, ranger, reported that he had taken 82 head of cattle off the roads for the month, all of which had been released.—Received.
H. M'Kellar. of Otekaike, wrote that some 12 months ago a sum of money had been set aside to form a road to his house on the Qtiake riverbed> but so far nothing had been done.' He hoped the Council would see its way to make a road that he could "drive .over at more than a walking pace."— The matter was submitted to the engineer for report. Mr T. A. Munro tendered his resignation as poundkeeper at. Kurow, and this was accepted, and Mr Ri A. Munro appointed to the position. It was agreed that tenders be called for gravelling the road between the properties of Messrs Paton and Grey (between sections 172/189 and sections 116/122 and 126 block IV., Papakaio survey district. Tenders were accepted as follows: Gravelling Victoria road, W. Dobson, £212; gravelling M'Pherson's road, R, H. Bennett,. £153 6s 8d; metalling Waiareka Valley road, G. Pheloung, £64.
Report.— The Engineer's report was read and dealt with as follows:
1. With the, member for the priding I have inspected the creek "in. South Oamaru, between the town boundary and Jessop street, and found it in a very bad state. I cannot, however, recommend the Council to make a concrete channeL between the -town, boundary and Jessop street, as this' would simply shift the nuisance further, down. The amount of water usually flowing in the creek is far too small to carry away the sewage discharged into it by the town. As reported on 24th February, 1909, the surface drainage from about 120 acres of the town of Oamaru flows into this creek, and although it is not recognised as a sewer, the street channels discharge sewage into it, and a lot •of rubbish is also thrown in. Before it reaches the cemetery it often smells offensively, and at the town boundary the nuisance is very bad. The only remedy short of constructing a drain right through South Oamaru is to stop the discharge of sewage into the creek. —lt was agreed, on the motion of Mr Oats, seconded by Mr Livingstone, that the Borough Council be notified by the county solicitor that the discharge of borough sewage into the South Oamaru creek must be stopped. 2. The portion of the Enfield road north of the Teaneraki Small Farm Settlement has never been formed', except at a few places where enough has been done to make it passable. It is very rough. Since the subdivision of Airedale there is considerable traffic on this road.—Tenders to be called.
3. The portion of the Main Upper Waitaki road, between the top of Pnkeuri Hill and the Ferry road, is in fair-rorder, but some of it is weak. At places the quartz gravel is quite gone, iind the original plains gravel exposed. The portion between the Ferry road and the north-west boundary of section 209, block IV., Papakaio S.D., is in very bad order, especially a quarter of a mile next the Ferry road. The quartz gravel is quite worn out, and will not bind. I would recommend that iat future plains gravel be used for the maintenance of the whole length of road between the top of Pukeuri Hill and the north-west boundary of section 209, block IV., Papakaio S.D., and that tenders be invited for 700 cubic yards. Between the north-west boundary of section 209 and Papakaio the road is fairly good, with the exception of some looso patches, and it is still strong. These should be repaired with quartz gravel. Between Papakaio and Peebles the road is weak, and about 400 cubic ynrds of maintenance gravel should be got.—Tenders to be called. ■ 4. I have inspected the roads in A warn oa township, and recommend Council to approve the plan submitted.—Approved.
5. I attach letter from the surfaceman in Ahuriri Riding as to the necessity of a hut. As already reported, I think a hut should be built somewhere between the Glen Creek and Chain HillsJ 6. I would recommend that tenders bo invited for maintenance gravel for the Waiareka Valley road, between Queen's Flat and the top of the Tables, previously held over, as it must be got before winter. —Tenders to be called for the portion of road indicated. 7. The races supplying the Kurow settlement cross the road on the southwest of the settlement at many places, and as no proper outlets have been made to carry water from the crossings, it lies on the road, and in some cases flows along it. Those in charge of the races should receive notice that proper outlets must be cut from the crossings, and the crossings themselves maintained, in good order.
