The Times says the dominions' Ministers recognise that their admission to the inner council of the Empire brings vastly increased responsibility. In connection with Mr Fisher's declaration, the Times adds that though the step was not to be retracted, its good elfects Would be liable to lapse if the machinery was not changed. The Colonial Office should be strengthened hy the creation of a council with functions resembling those of tile Secretary of State's Council. The India Office and the overseas Governments should create a Minister whose whole duty it would, be to keep them informed on Imperial affairs. Received May 31, at 10.30 a.m. London, May 30. The Prime Ministers attended further meetings of the Defence Committee both in the morning and the afternoon, Mr Asijuith jjresiding.
