HARBOR BOARD ENABLING BILL.

By Telegraph. (Special to the Oamaru Alail.) Wellington, September 20. The Committee finished consideration of the Bill. The following amendments were made- in- the clause providing that the bank issue surrender certificates: — The words "if required" were struck out. Clause 17 was amended to make the questions submitted to the voters more specific so as to enable voters to understand, the purposes for which the money is required, but the amounts are left blank as it is impossible to indicate them exactly. At the end of clause '2O a proviso is inserted to enable a second poll to be taken should tlie first obtain a majority, but not the requisite majority to carry the proposal and to enable the same roll to be used at the seen lid- poll as at the first. The Hons. Duncan. Jones, and Hislop were present and discussed the amendments with the Committee. The Committee' hope to meet on Friday to finally deal with the Bill and prepare a report to tlie House setting forth particulars of the changes in the measure. The third reading will be taken early next week.
