(Press Correspondent.) Wellington, September 16. Although the Gaining Bill was introduced on' Tuesday, there is no sign rt the measure yet. This delay is occasioning a good deal of comment. It should be "explained that it does not always follow that a Bill is circulated immediately after it is brought down.
