They suggest that valuation should be made acces-

sible to trie public and also that-local ; )od:rs should be empowered to rate up-

:-n 'that basis. The land tax in their opinicn should be applied to the payment of the cost of poor relief, roads, asylums, and police, and the duties on tea, sugar, and articles of food should be abolished.
