Mr Hayes refused arbitration on the ground that tlie offer comes too late, and he now indicates that- the Grand Trunk Company intends to fight to the end. The President of the Trainmen's Union declared that the union will support the men, and the Company will be the loser. Meanwhile the freight- service is gradually resuming. The workshops in Montreal, London (Canada), and Ottawa have reopened. CONCILIATION AT HOME. Received July 26, at 10.20 p.m. London, July 26. The North British railway men are agitating whether they shall repudiate the Conciliation Board. They allege that concerted action on the part of the companies renders the Board ineffective.. TURBULENCE IN SPAIN. Madrid, July 26. Strikers at Bilbao have wrecked much railway rolling stock.
