What he suggested -was that representatives of the't'wo' parties should, sign a joint requisition,,'to.-the Minister of Labor requesting .him. to appoint the three": Coin nii.ssioners to visit- certain localities;, to ;1)£ ivgrecd upon and ascertain whaVAvere- fair rates of pay 'and eonoitioiis";suitable, for a Dominion award.
