Received July 22, at 8.5 p.m. '''■'- New York, July 22V A scandal has occurred on the New York Board of Education James Holland, a prominent labor unionist, resigning membership to forestall the action, of the Committee inquiring into his public speech in April, wherein he counselled all his employees guilty of bribery and similar offences to keep quiet because the squealer was worse than the man taking a bribe. A current investigation into school affairs in New Jersey shows that some places have a regular scale of bribes for various appointments. Similar practices .are suspected .in New York.
