Tlie inhabitants of Chalons and Troves hastily abandoned their homes. Many of the quays are submerged, and Paris is alarmed. The Government lias arranged to isolate the central telegraph station, and shift fifty telephone_ bureaux. Received July 11, at 8.55 a.m. Pans, July 10. A further alarming rise has taken place in the Seine.
