The Times admits that the House of Lords can be improved, and hopes it That journal says: "Apart from the obvious weakness of the hereditary principle, it is too unwieldy a body. Lord Rosebery's committee recommended one way of meeting this. Moreover, though in many respects the present House is thoroughly representative, there are the important elements of national life, such as the self-govern-ing dominions, labor, and nonconformity represented insufficiently or unrepresented. The Unionists will do a wise and politic thing, which will be appreciated by the country, if they take up the reform of the House of Lords in earnest." Received November 30, at 8.25 a.m. London, November 29. The Times also urges that the House of Lords ought not to be dominated by any party.
