NAPIER HARBOR.

(Pes Pbess Association.) ' Napier, .September 4. The report of Messrs Maxwell, Williams, and Blair Mason, the engineers appointed to investigate the harbor scheme propounded by Mr George Nelson, is adverse. It refers to the difficulty of maintaining a- .channel free from sand, the bar and the sand drift, whilst the engineers considered "■ "the risks and doubts attending the formation _ of a deep-water basin inside -so considerable that it does-hot appear to be a scheme which commends itself." Summarising the report, the engineers state: "Our final recommendation is that the Board actively-push bn the completion of a breakwater for the harbor in accordance with: the plan attached."
