Mr Loughnan moved that..in order to effectively- defend the Dominion against possible enemies it is imperative that all able-bodied adult males should be trained to the use of arms, and instructed m such military or naval drill as may be necessary for the purpose. > -,r«The d'eoate was adjourned for a week. , The -Police Offences Bill was read a third time and .passed. i . The-Attorney-General moved the second reading of the- Bills of Exchange Act Amendment Bill giving permission to a banker to destroy cheques, hills of ex- * change; or promissory notes after they had • been in his possession for 10 years from date thereof in the. case of documents payable on demand, or from due date in the case of all other documents; also . providing that in the case of the fraudulent alteration of cheques or bills where undue- facilities for the alteration of cheques or bills was given. the negligent drawer should, be responsible for loss arising through the fraudulent. alteration. The second reading was carried, and the bill was referred to the Joint Statutes Revision Committee. ■ The Council rose at 4.15 p.m. until Thursday afternoon. HOUSE OF. (REPRESENTATIVES. The House met at 2.30 p.m. -.The Prime Minister gave .notice that he prop.osed- to give the Mouse a half-holi-day to-morrow (Labor Day).; . One' week's leave of absence was granted to Mr Hone Heke on account of urgent private business, and one month's leave of 'absence was granted to Mr Rhodes on account of ill-health. Three -days' leave . was granted to Mr E. G. Allen ,on account of urgent public business. . .The committee to which was referred the Quackery Prevention Bill recommended that the Bill be not proceeded .with in its present form, but strongly impressed upon the Government the necessity for passing legislation this session providing that the component parts of quack 'medicines should be printed on the labels, and to prevent any but-duly qualified medical men offering, appliances fox sale. - Mi- Homsby, the author of the Bill, remarked on the painstaking way which the committee had done its work, particularly the. chairman (Mr Hanan). Mr Hoinsbv added that a great*'deal of valuable evidence hd . been given as the Tesult of the committee's- deliberations. The remainder of the sitting was occupied by consideration of the Land Laws I Amendment Bill in committee.
