Mt Balfour, continuing, said : If the Unionist Government conducted Imperial and foreign affairs successfully, it was because they approached them with a single eye and undivided counsels, with never a shadow of difference in their ideals. A mixed Administration of Big and Little Englanders, Liberal Imperialists, extreme Home Rulers. Labor members, and old Whin-s would find the task more difficult. He hoped that when the Liberals surrendered power they would be able to point to assured peace throughout the world, with British authority standing as high aa at present. Mt Balfour announced that he would take an earlv opportunity of deallinn- with the difficulties of the Unionist) policv There were inevitable dangers ahead, he said, unless the constituencies returned an opposition at least powerful enough to render the Government powerless for harm.
