BOROUGH IMPROVEMENTS
The following report from the Engineer ■was read at last night's meeting of : the Borough Council: I have the honor to report in reference' to the streets in the borough that require forara-ation, shingle, or road' metal during the present financial year, that ithe streets on the list attached hereto have been partly formed to no particular grades, and that if funds ana available they should receive attention-. The question of obtaining beach shingle or. the extra, cost of road metal will have to be considered in -connection' with -the work, because if tie new formations cannot be covered some of the streets will be better left in their present condition. Tie quantities of clay in tie new formations of the streets in the schedule are generally small, and if tie works are to be carried out consecutively it would pay the Council to purchase another, horse, plough, and scoop. In the year 1896 the shingled streets and footpaths in the borough were cleaned and reinstated, and -this'year they should receive special" attention. Tie metalled streets are now worn down to a very thin coat, in fact, the quarrying of road metal should be continuously carried on until next winter.

Councillor Brown- thought tliat the use o-t shingle for roads 'was false' economy.. It" was°in the best interests,of the.'town and cheaper in the long-run to^use metal. Besides shingle was not; .procurable. 'He moved that" the matter be* referred to the Works "Committee.
. Councillor Frith thought the matter should - be-discussed-.and - settled at once. He would far "rather they used only metal, and' as. the' funds permitted. Such work as was done would' be lasting. He moved an amendment in that direction. Councillor Brown did nob think it advisable, to discuss the.matter.then. ~ If tbe : question- were referred to the Works CommMtee, the Engineer could be consulted and 'tiie question' of:costs,'etc.,; gone'into. Councillor France did not think the'metal .used bv the' Council much good. . , : .His Worship: It is the best -available. ~. ': Ultimately the. whole report was referred to the Works.Committee for report.
