Received Febnury 7, at 9 50 a.m. Hoo-Koso, February 6. At the request of Sir Robert Hart, Director-General of the Chinese Imperial Casta ma, M. Boyd Creden, Director of Cnstoma at Tchefon, has been appointed Deputy Inspector-General. Sir Robert Hart will act as chief authority to the Chinese Government on general affairs. Received February 7, at 10 a.m. St. Petef.sdceg, February 6. _ The Russian armoured cruiser Vladimir Monomach has sailed for China.
