Mr Smalley, the American correspondent of the Times, states that a section of the Jingo members of the Senate see a chance of taking revenge on Mr Olney, Secretary of State, for his attitude regarding Cuba, by the prevention of the ratification of the treaty with England, which requires ft two-thirds majority boforo It can become operative.
