The balance-sheet of the Caledonian and Australian Mortgage Agency Company shows a debit balance of L 8434. The shrinkage is attributed to a fall in the rates of interest in Australia. The debentures remaining unpaid after November will amount to L 34,790. The National Society, on behalf of the balk of the church schools, suggests that all public elementary schools should be rated within School Board districts, and ratepayers' inspection limited to secular teaching. Berlin, November L Bismarck's organ states that by the terms of the Triple Alliance Austria is to remain neutral if France attacks Germany, or if Germany, without provocation, attacks Russia. The newspaper suggests that similar treaties all round would assist the main object of the Triple Alliance.
