THE TURKISH QUESTION.
(By Electrio Telegraph—Copyright.) (per united press association.) Received September 22, at 9 p.m, Constantinople, September 22. The Porte has adopted the proposals of M. Tchikatcheff, the Russian Minister of Marine, to strengthen the defences of the Straits of the Dardanelles, and it is believed here if the British vessels enter the Sultan will invoke the aid of Russia. Received September 23, at 1 a.m. Constantinople, September 22. The Black Sea fleet and a troop in Southern Russia are placed on a war footing, and the fleet is under orders to proceed to the Bosphorus direct, if the Russian Ambassador in Constantinople telegraphs. The Greek and English families are leaving here.
