THE WAR IN THE EAST.

The Times states that Russia will declare war if Japan remains obstinate. Shanghai, May 2. The Pekin officials urge that an offer should be made to pay a double indemnity instead of the cession of part of Manchuria. Others protest against the giving up of Formosa and offer to contribute to the redemption fund.
