Colonel Fox.
(BY TELEGRAPH.) (LYTTELTON TIMES' SPECIAL CORRESPONDENT). Hastings, December 15. Last night Lieutenant-Colonel Fox, accompanied by Colonel Newall, inspected the Hastings Rifles, and, after drill by the different officers, he addressed the men, and said that, with few exceptions, the arms and clothing were in excellent order. He said that the men were eager to learn, but fronv what he had seen he was satisfied that the instruction they had been getting was not what it ought to have been. He, therefore, could not blame the men for the various shortcomings noticeable, but would give as much praise as they would be entitled to if they had been given proper instruction. A very large crowd was present expecting to hear a very different story. To these the Colonel afterwards addressed himself, saying they would be doing a kindness both to officers and men by keeping away, as the colonial question was quite puzzling enough without any other criticism. He wished his remarks taken in a kindly spirit. The crowd received the remarks with applause, and other signs of approval, and the general opinion expressed was : —"Our commandant is not half as bad as he has been painted,"
