The situation, owing to a native outbreak, is regarded as crave. Singapore, September 11. The Dutch troops have captured Mataram. St. Petersburg, September 11. In the course of an interview M. de Witte, Minister of Finance, declared that Russia would neither support France nor Germany in a warlike policy. He said the wishes of the Czar were wholly in the direction of maintaining peace.
