Borough Council.

The usual fortnightly meeting of the Council tract held last night, there being present—His Worship the Mayor (chair), ffntl Councillors Aitken, HOliker, Atkingon, Familton. Bee. Vernor, Hamilton, Fairley, and Hedley. The minutes of the previous meetmz were read and confirmed. The Hon. Major Steward wrote re the Validation of Leiues l Bill, agreeing to support the measure. The Hon. S. E Shrimski telegraphed as follows:—" Recrefi cannot support pn>poaed Bill. Mean.* granting perpetual teases ; ttitrina ndvantaae over freeholders Late valuation is sufficient proof freeholders have a right to be protected and I mean to do so." Councillor Hedley stated that Mr Shrimaki must have misunderstood the matter. The Mayor said a farther letter had been written, and Mr Shrimski would probably reconsider his decision. Councillor Aitfeen thought Mr Shrimski's opposition would do very little harm. The Council were only asking for what had teen given to o»-her Councils. The aehednle was juat a eopy of the Dnnedin schedule. Mr John Reid wrote to Mr Gebbie offering * dray load of box-edging. Mr Gebbie was empowered to incur the necessary charges in getting the box in, and Mr Reid was thanked at the same time for his kindness. Mr Norman Lane wrotestatmg that the reserve leased by him from the Council wns almost useless, owing to boys playim: football on it, and unless it were stopped be would claim exemption from rent. Councillors generally were of opinion they had no power to interfere, it being a recreation reserve. The matter was referred to the Reserves Committee. The Arbor Day Committee wrote thankthe Council for kindness, notifying that they had voted LS 3s to the gardener for seeds, and drawing attention to the dilapidated state of the fence of the Tyneatreet gardens. The engineer was instructed to see to the fence and a vote of thanks was paased to the Committee for the trouble they had taken in beautifying the reserves and for their donation. The secretary of the Municipal Conference wrote covering copies of report of conference etc., to be circulated among Councillors. The following build trig applications were granted subject to the usual conditions : W. Concher, dwelling house on section 11, block 28 ; L. H. Tempers, dwelling house, section 1. block t>o. The Hon J. G. Ward wired as follow® : In reply to your letter of the 28th, re contribution for water race, the Minister of Mines informed me that he is dealing with the matter, and I trust that it is now being arranged satisfactorily. A petition signed by 10 residents and ratepayers was. put in asking the Council to gravel Reed-street from Eden-street to Coquet-atreeta as it was very badly cut up by the carting of gravel. Cduncillor Hiliiker explained that the road was very bad and the work one of urgent necessity. There was only about five chains wanted. He moved that the Engineer be asked to report on it. Seconded by Councillor Bee. Councillor Atkinson thought that the Engineer might be empowered to do the work at once. There w;ts a tender let close by and the work might be done at schedule rates. Fie moved as an amendment that the Engineer be thus instructed. Councillor Vernor drew attention to the fact that if the work exceeded L2O they must call for tenders. (Laughter.) Councillor Hedley suggested that tenders be in for next meeting. Councillor Hiliiker added this to his motion, which was then carried. Councillor Vernor said that there were streets passed for gravelling over 12 months ago and nothing had been done yet. He instanced Lane and Greta streets as streets which had been thus neglected. Councillor Atkinson seconded the amended motion. Councillor Bee withdraw insf. Councillor Bee moved that the Engineer be instructed to report. Seconded by Councillor Vernor, and carried. The Mayor reported that 40 men had been chosen from the unemployed and sent to the waterworks. Everything had been satisfactorily arranged by the two committees. The Reserves Committee reported recommending : (It That Mr Barnes be notified that unless consent of neighbors affected by the removal of cottage from section 7 to 2, block 8, be handed in by 12 o'clock on Bth August as per resolution of the Council convoyed to Mr H. Dennison, as agent, he (Mr Barnes) immediately remove obstructions on street and footpath ; (2) that draft agreement between Mr Barnes arid Council be approved with these additions : Mr Barnes to be allowed water forshowerand slipper baths, aod the Council agree that no rates will be charged on premises, and that the baths be emptied and filled at given intervals under supervision of officer of the Council. With regard to Mr A. M'Donald's removal of house, the Committee recommended that as they understood a certain money value was paid to Mr M'Donald for the house, the same be handed over to Council. The Gas Committee reported recommending that the application of the North School Committee be granted, and provision be made for the supply of the new Catholic Church building. Both reports were adopted. Accounts amounting to L 142 19s 7d were passed for payment. The engineer reported as follows : •* I have the honor to report that Messrs Reid and Gray have re-covered—-to a great extent—the roof of a large shed with V.D.L. palinas on section 3, block 22, Oamaru, which is contrary to sections 3 and i>o of bylaw 13, and that I have requested them to alter the same in accordance with the borough bylaws ; also, that Mr W. H. Rule has re-covered a stabte with V.D.L. palings, and that I have notified htm as above. " In regard to the removal of Mrs France's cottage from section 7 to section 2, btock 8, Thames-street, I have to reKrt that Mr Creagh (agent for Mr vidson) objects to its being erected on that section, therefore, I sent the following notices to Mr Hidden Dennison, as agent, and Mr Barnes, as builder:— Mr H. Deuntaort.— I'ear Sir, —Yotir application to erect a wooden dwelling-honse on section •*. block g, Oanxtrn. is not in accordance with the borough bylaws, inasmuch as it showtd be erected in atone. The Borough Council decided to grant your ruquesS provided you obtained the written consent of Eh- adjoining property owners, and I am informal char. Sir Creagh (agent for Mr R. .Davidson) objects »« totn to its erection on that section ; therefore, 1 hereby notify you that you proceed no farther with its erection.—Yours truly, S.VWKT. I'K.VWSII.XW. Building Surveyor. July ISO-t. Mr W. 11. Barne.'s.—Hear Sir, —I have to inform you that the building yon are proposing to ert:cS on section Meek if, is not in accordance with the borough bylaws, therefore, you must not proceed with its erection until yon receive the necessary permit.—Yours truly, SAHCEI. The portion of the report referring to shingle roofs was received. With reference to Mrs France's house it was resolved to give notice to move the obstruction by noon on Saturday. Councillor Atkinson thought the time too long. The women and children all had now to go out into the mud. The house had been there too long already. The following contracts were let: Supplying beach shingle to Exe and Nen streets, Mr David Heron, L2B lis; Severn street footpath formation, Mr D. Heron, L 26 5s Bd. The Council then rose.
