AUSTRALIAN CABLE NEWS.

Proposals have been made to Mr Dibbs, with a view to obtaining a subsidy for laying a cable to California, or Canada. The proposed cable would start at Gladstone, Queensland, and go thence to New Caledonia, Fiji, Samoa, and Honolulu. The necessary guarantees are said to be forthcoming from promoters. It is understood that France will subsidise the Caledonian section, England the Fijian, and Germany the Saoioan ; and New South Wales will be asked to guarantee the loss during the early stages. It is believed that Queensland will co-operate in the scheme. Melbourne, February 15. The following is the personnel of the reconstructed Cabinet: Premier and Colonial Treasurer, Mr Shiels ; Commissioner of Crown Lands and Chief Secretary, Mr M'Lean ; AttorTley-General and Postmaster-General, Mr Duffy; Commissioner of Trades and Customs and Minister of Justice, Mr Turner ; Minister of Aericulture, Mr Graham ; Minister of Railways, Mr Wheeler; Minister of Public Instruction, Mr Peacock ; Minister of Defence, Mr Davies; Minister of Mines, Mr Outtrim.
