Another Scene.

There was every appearance of a scene to-night (says the Otago Daily Times' Wellington correspondent) whilst the discussioiT was proceeding on Mr Kelly's resolution in respect to dividing the banking account of the colony amongst the other banks. Mr Saunders, when speaking to the question, said he hoped that Mr Kelly would divide the House on it in order that it might be seen who would express an independent opinion on the question. Sir John Hall, Mr Rolleston, and Mr Rhodes all rose to their feet at once in protest against Mr Saunders remarks, which they interpreted as meaning that members of the House were under obligations to the Bank of New Zealand, which prevented them exercising their privileges in Parliament. The Speaker said he did not understand the member for Selwyn to make that reflection, and if he did so, he should, of course, require him to withdraw it. Mr Saunders asked what he had to withdraw. He was not aware that he had made insinuations against anybody. Mr Rolleston again said that no matter what he meant he should withdraw what he saidj which was decidedly improper, and reflected on every member of the House.

Mr Seddon here motioned to Mr Saunders, and evidently advised him to withdraw the words he had used, which he did in an evasive manner. The Speaker said he should withdraw them unconditionally, to which Mr Saunders replied that he should withdraw anything the Speaker liked, but lie was really not aware he had said anything objectionable, and certainly did not intend to do so. The matter then ended.
