A REMARKABLE SPEECH.

The most remarkable speech on the federation of the English speaking people of the world, recently delivered in America by the well-known General Butler, concluded with the following Btirrlng appeal: —" Tho two nations (England and America) are coming together ; and when it comes to pass all Europe and Asia, joined together in battle array, if such a thing were possible, against the Englishspeaking people of the globe, would pause in dismay before any hostile step would be taken against such a united power. Why should we not look to snch a union as a means of spreading the Christian religion in Its most enlightened form? Such a anlted power would save all the other nations of Europe from final and inevitable bankrnptcy because of maintaining the immense armies and navieß, to tbe destruction of their people, to keep other nations in check. To that English-speak-ing leagne every nation would be obliged to submit for arbitrament every cause of difference, if not for fear of its armed intervention, yet because of its holding the money of the world. No war could be carried on which that power should disapprove, and any nation might disarm who should be protected even by the promise of financial aid from the pledge of tbe united Eoglisb-speaking people of the earth. With America and England uniting their meana of production and tranaportatiou of that which austaios life and secures comfort, no want or famine could ever come, and within a centnry a universal language could prevade the world, thus relieving it from the punishment inflicted on mankind by the Lord Almighty at tbe tower of Babel."
