The question of whether railway refreshment rooms constitute hotels has been the cause of much trouble at Williamstown, Victoria. The clerk of the licensing committee there ruled that such places were not hotels while the Chief Secretary for the colony declared them to be such. As the temperance party were victorious at the recent election of a licensing committee, a definite decision is a matter of some importance to the licensed victuallers, as should the opinion of the clerk to the Committee prove correct the election will be upset, which will give the publican party another chance of victory. On Saturday, Mr H. W. Robinson, who haa for six years aoted in the important capacity of Resident Magistrate in this district, will leave us to take up a similar posiI tion in Wellington. ■Of course, Mr Robin-. Bon's transfer to the Empire City means to him very marked promotion, and, in so far as our deprivation of his services and his society leads to such a result, his numerous friends in this district will feel gratified. Mr Robinson has prove! himself to be an exemplary magistrate. During his prolonged sojourn here, he has enjoyed a rema'kable immunity from adverse criticism, for if he has erred at all, it has been qn the aide of that mercy wljich we all so greatly esteem. His_ official and personal qualities, together with hia, length of SBrvica and bis consequent great experience, justified the Government in offering him the Resident Magistracy of Wellington and his acceptance of the position. We have a right to conclude that the ohange haa been made with all these facts in view, and for the public benefit. But, nevertheless, we cannot help reletting that so estimable a public officer and citizen, and his excellent family, should be taken from our midst.' However, we must not selfishly consider our own desires in preference to the general welfare, and, repeating the wish of the legal gentlemen, who have lia4 special opportunities of appraising Mr Robinson's official as well as private virtues, we wish that gentleman and hia family God-speed— Igng-life, happiness, and proßperty,
