Prince Alexander is reported to have arrived at Reni (Moltavial, on the Danube, and proceeded thence towards the Austrian frontier. Received Avgvst 27, at 0.10 a.m. Constantinople, August 26. M. Stambouloff, who formed the second provisional Government for Bulgaria at Tirnova, has issued a proclamation announcing that Murkataoff has been appointed Commander-in-Chief of the army, with full powers. No definite information has been received as to the movements of Prince Alexander, and his whereabouts are involved in complete mystery. Vienna, Augußt 26.
Prince Bismarck and M de Giers, the Russian Prime Minister, are now holding a meeting at Franzenbad, Northern Bohemia.
(special to press association.) Received August 26, at 10 50 p.m. London, August 26. It is variously reported that Prince Alexander of Bulgaria is proceeding to St. Petersburg, Sistova, and DarmBtadt.
The Black Sea fleet is equipping, and the Russian Ministers of War and Marine have recalled all officers on leave to their posts.
