De Giers, the Russian Minister for Foreign Affairs, had resigned is now declared to ba unfounded. The natives of India continuo to show the greatest loyalty to the British Throne, but ti'O Russians are fomenting disorders amongst the natives in the Penjdeh district, tho object being to create a pretext for interference.
