Colonel Owen, of the Royal Artillery, recently appoiuted to succeed Colonel Downes in the command of the South Australian military forces, has been gazetted a Brigadier-General. An International Telegraph Conference, which will be attended by representatives of different companies throughout the world, will be held in London in August next. March 22. Dr Webber, recently appointed Anglican Bishop of Brisbane, will leave England for Queensland in July. March 23. The report that M. De Giers, the Russian Minister for Foreign Affairs, had resigned is now declared to ba unfounded. The natives of India continuo to show the greatest loyalty to the British Throne, but ti'O Russians are fomenting disorders amongst the natives in the Penjdeh district, tho object being to create a pretext for interference.
