BOROUGH COUNCIL.
The fortnightly meeting of the Council was held last evening, when there were present—Councillors Hardy, Proctor, Spence, Blair, Smith, Headland, Otterson, M'Combe, and de Lautour. In the absence of the Mayor, Councillor Headland *vas voted to the chair,
The minutes of the previous meeting having been confirmed, the outward correspondence was read and approved. Messrs. Stewart and Deunison wrote applying for payment of L 971, being 1471, the amount of Mr. Patrick Ford's claim against the Council for work and labor done and materials supplied, and LSOO damages for injuries sustained through the carelessness of the workman of the Council, The writers asked the Council to name a solicitor to accept service on behalf of the Council. —It was decided to acknowledge the receipt of the letter, and refer the writers to the Council's Solicitors, Messrs. Julius and Balmer. Mr. D. Borrie wrote with reference to a promise made by the late Engineer to give him a pipe.—lt was decided to inform Mr, Borrie that the Council could not endorse the action of the Engineer. Messrs. Anderson and Co. wrate offering a cargo of Greymquth ooal at 33a 6d per ton. —It was deoided to decline to accept the offer. A petition was read from seven residents at the east end of Greta-street for the laying of a main to supply them with water.
A similar petition was read from twelve ratepayers for the extension of the to Till-street, and to ta,ke the water.
The petitions were referred to the Waterworks Committee with power to act, and, if possible, grant the requests of the petitioners. Permission was given to Mr. John M'Lean to transfer the lease of section 8. block 2, to Mr. Jas. TJdall. Mr. Richard Wilson wrote forwarding a claim for LlO for damage done to his crops through water from the race fla wing on to his landapd depositing soil amongst his crops, The writer state.! this was not the first time that he had suffered from a similar cause.—The letter was referred to the Waterworks C mmitteo for reports The Inspector of Nujsanc.es wrote drawing the attention of the Souncil to the fact that the now Dogs Registration -\ct will come into force on the Ist January next, and that it would be necessary to obtain a supply of collars.—lt was resolved to call for tenders for the supply of 500 collars.
Accounts were passed for payment as follows :—Ordinary account, L7O lis 4d ; «as account, L 36 2s 5d ; waterworks, L9l os.
It was agreed to grant Messrs, Julius and Bahner's request fur permission for Mr. Patersou to give Mr. Earle a leise of the right-of-way between the Empire Hotel and the building on the north side, provided that it was used as a private right-of-way only. The following paragraphs in the Public Works Committee's report were adopted:— Re deputation from the Excelsior Cricket Club—That the Clerk be instructed to inform fhem that the Council have ng power to grant any exclusive priveleges to person or persons.
He Mr. Hewat'a application for lease of section 12, block 95—Resolved to recommend the Council to submit to auction the whole of the remaining sections in that block at an upset price of 24s per foot for corner sections Nos. 1 and 12, and 20s per foot for section 5, 6, 7, 8, 9, and 10, purchasers for which to have the option of taking the adjoining section at the same price, and that sections 13 and 14 be offered at 10s per foot, the frontage to be taken at Medway-street, and that it be made a special condition that all party walk be mutually paid' for by the respective lessees.
It was resolved to offer for sale the lease of the vacant half of the section with the well in Wansbeck-street, at the upset price of L 5 per annum, and to sell the pump at an upset price of LlO. It was also resolved to offer for sale the leases of section 5, block 13, and section 1, block 15, each at the upset price of L£! per annum.—lt was decided to give the sale to Mr. Maude, an<i the Reserves Committee was empowered to make the necessary arrangements for the sale.
The Waterworks Committee reported as follows
Your Committee have to report that Mr. Glen's application to have the water laid on
to his property in Test-street was fully discussed, and it was resolved that Mr. Glen should ho informed that the Council would be prepared to lay on a service of 44 feet, that being the longest service from any of the mains. The matter of laying a J-ineh lead pipe in Exe and Usk streets, and connecting them witli the mains in 1 hamca and Humber streets, so as to supply all the houses in those streets, and also France's Block, was brought before your Committee by the Acting Engineer. There being a large quantity of lead pipe in stock, your Committee recommend that the work lie done. Your Committee would also strongly recommend that until a supply of iron pipes can be obtained, the Acting Engineer be empowered to lay f-inch pipes where practicable. With reference to Mr. A. M'Auley's application for tlie leasing of certain sections of land at Georgetown, your Committee advises that all sections not required by the Council should be let by auction for a term of seven years, upset price LI per acre. Your Committee have to report that as the services of Mr. Kirby can now be dispensed with, the Acting Engineer has • been instructed to give him a fortnight's notice. The house and land now occupied by Mr. Kirby should also be let by tender.
The report was adopted. The Council went into Committee to open and consider the applications for tho office of Valuator, the selection of tho Council falling upon Mr. John Church. Councillor Headland, in accordance with a notice of motion, proposed, " That rulo 44, relating to weighbridge charges, bo altered to read as follows:—For each weighing of a two-wheeled vehicle or of an express, Cd ; for each weighing of a four-wheeled waggon or of a lorry, is." The motion was seconded by Councillor Blair, and carried. It was resolved that notice be given of the intention of the Council to levy a water rate, to be payable half-yearly ii\ advance on the 10th December and tho 10th June,. and that a special mooting should be held to confirm tho resolution.
Councillor Smith gave notice of his intention to move at the next meeting, " That a committee composed of Messrs. Procter, Otterson, Headland, Hardy, and Smith be appointed to consider the question of town day labor." The Council then rose.
