LATE ENGLISH AND FOREIGN NEWS.
(NEWS specials..) London, October 26. Cruel outrages upon process-servers and landlords' agents who are obnoxious, to the Land League continue in Ireland, and are uiore frequent than ever ; in some districts tlie law will be completely set at defiance unless supported by a strong armed force. The squadron assembled at Bagusa, representing the various Powers, consists altogether of 20 vessels carrying altogether 13G guns and 13,000 men. Admiral Seymour, .who assumed the command of the combined fleet on the 20th inst,, is now at Oettinge arranging with the Prince of Montenegro for joint action against the Albanians. Admiral Seymour holds unlimited authority in alj operations whiqh are merely of a technical or maritime character, and is not required to consult the associated admirals regarding his movements, but in case it should appear requisite to proceed with operations which may involve political consequences, he must consult his colleagues, but neither ho nor they are required to refer to their Governments before"resolving on the most expedient course as circumstances arise ; the only contingency excepted is disembarkation. Instructions are given that no men are to be landed from the ships ; the contingency of bombardment is" to bp ..submitted £O, the Council of Commanders.
Bombay, Octol er 8. From General Primrose's report it appears that he might have sent General Burrows reinforcements on.July 23rd, but for unexplained reasons he did not do so. The comments of the commander-in-chief do not consider General Primrose free from blame. His chief conclusions seem to be that General Burrows had to fight a most desperate battle, in which he was vastly overmatched, under most unfavorable circumstances, and with very defective information. The action was commenced by Lieut. M'Lean without authority, and fought on a ground deliberately chosen, and with the enemy wholly unreconnoitred. The 66th Regiment of Huropqans behaved' like downright heroes. General Primrose has been recalled, and lias been suooeeded by General Phayre, in command at Candahar. '
