LATEST HOME AND FOREIGN NEWS. (reuter's telegram, per press association) London, February 10. The wheat afloat for Great Britain is 1,730,000 quarters. Adelaide wheat, per 496 lbs, ex warehouse, 58s. The steamship Chimborazo was obliged to return to Plymouth, in consequence of encountering unusually heavy weather. She shipped one sea, which washed six lifeboats overboard, drowning Boj'er, a first-class passenger, and killing J. R. Jones, a second-class passenger. J. C. Alexander and Donald, first-class passengers, were severely injured, as were also Joseph Phelp, J. T. Wrigley, and Alfred Tugwell, second-class. Arrived —Otago. The Aconcagua arrived at Plymouth yesterday. The wool market is firm, the new arrivals for next auctions being 190,000 bales. From further details received, it has been found that three more of the crew of the Chimborazo have been drowned, in addition to those already reported. | The hull and engines are uninjured, and the vessel will be ready for sea shortly. February 11. After considerable debating in the House of Commons, Mr. Redmond's amendment on the address, censuring the Government for neglect in regard to the distress in Ireland, was negatived by 21G votes against GG. (special to press association. ) London. February 10. By the fall of the barracks in Constantinople, 200 soldiers were killed and 300 wounded. Febrnary 11. The House of Commons rejected the Home Rule amendment upon the address by a majority of 170. The Post, in an. article upon Victorian affairs, eulogises the Marquis of Normanby for the independence of his action. It professes to watch anxiously the result of the elections. (SPECIAL TO THE 3IELBOURNE AGE.) London, February 11. A reduction in the Russian navy of 12,000 men is to be made. Cremieux, a French statesman, is dead. (.SPECIAL TO THE "MELBOURNE ARGUS.) London, February 10. The steamer Hankow was in great danger. She lost her screw off Oporto, and 13 being towed into Plymouth. The tugs lost control, and the Hankow drifted cowards the breakwater outside. She afterwards brought up between the shoals, and bumped on the bottom at every wave. Finally, four tugs brought her in safely. The gale was so furious, and the waves so high, that, had the cables parted, all must have perished.

(SPECIAL TO PRESS ASSOCIATION.) Melbourne, February 12. The Deccan has arrived at the heads. Sydney, Feb. 12. The French Consul is inviting subscriptions in aid of the New Caledonian sufferers. (REUTER'S TELEGRAM PER PEESS ASSOCIATION.) Sydney, February 11. According to the latest news from New Caledonia, a terrific cyclone swept over the island on tho 24th January, causing incalculable damage to property, and leaving a large number of settlers in a state of destitution. The Government, however, promptly took steps to alleviate as much as possible the prevailing misery and distress, and voted 100,000 francs. Fourteen vessels are believed to have been lost. Owing to the operation of tho Vend system in limiting the out-put of coal, and the inability of steamers to procure coal they had contracted for, several of Smith's steamers have been laid up at Newcastle. Melbourne, February 11. Racing sweeps have been declared illegal, and the holders were fined nominally. f ailed—Albion. February 12. Mr. Berry addressed the electors at Stawcll last night. In the course of his remarks ho severely criticised Mr. Service's Reform Bill, which was ultimately accepted by the Council. Mr Berry speaks again to-day at Ararat.
Election addresses are becoming very numerous.
