Tenders have been received • for the new South Australian four per cent, loan to the amount of one million and a half. The tenders at Lfl3 17s (id will be received in full, and tenders at L 93 17s will be received to the extent of 34 per cent, of the allotment. February 5. Parliament was opened to-day by the Queen, in person, who read the Speech from the Throne. Her Majesty said that foreign relations were friendly, find the prospects of a pacific nature, though much remains to be done to repair the disordered state of affairs in Turkey. The unsettled condition of affairs in Afghanistan renders the recall of troops impossible at present, but the principle previously adopted by the Government is unchanged. The Government have determined to maintain a strong frontier force, and desire io maintain 1 friendly relations with the ruler 3 and people of Afghanistan. It is hoped that an African confederation will soon be brought about. The Speech refers to the measures which the Relief Bill provides for the advances from the church surplus and hopes to resume, the Criminal Code, Bankruptcy, and Land Bills, and a Bill enlarging the powers of owners to settle land and simplify the system of conveyance.
New York, February <L A separate Irish Relief Fund has been opened by the New York Herald, which subscribes 100,000dol. Ottawa, February 4. Public feeling in Canada is very strong against the course pursued by Mr. Parnell, the Home Ruler, and his speeches havo been severely criticised in the public press. Bombay, February 5. An Irish relief subscription fund has been opened here. (SPECIAL TO riIK.HS ASSOCIATION.) London, February 5. Herat will oppose Persia and England, and will seek the protection of Russia. Italy h.is undertaken to act as mediator between Turkey and Montenegro. Tiie New York Herald has subscribed L' 20,000 to the Irish Relief Fund. The Pall Mall Gazette approves of Levy's report from Paris. It is announced, in the Queen's Speech, that a convention has been concluded with Turkey to suppress slavery. The Afghan policy is unchanged, and the Government desire to protect the frontier and maintain friendship. The time is approaching for a confederation of South Africa. A Bankruptcy Bill would be introduced, as also Bills to amend the Lunacy Act, and simplify conveyance, giving enlarged power to the owner to settle land. The Post and Advertiser rejoice over the condition of the Strathleven's shipment of meat. (SPECIAL TO THE MELBOURNE ARGOS.) London, February 5. The Queen's Speech indicates the introduction of Land, Bankruptcy, Criminal Code, and Lunacy Bills,and the indemnity of Church Fund for Irish relief already given. Referring to the Berlin Treaty, it urges that it was much necessary to restore order in Turkey. It hopes that the South African Confederation will be a success, and that Afghan settlement on terms of lines at Gundamak is trusted to prove the friendly relations of the people. The National Insurance Company have declared a dividend of eight per cent., and a bonus of sixpence per share. Adelaide, February 5. A telegram received hare states that the new four per cent, loan has been successfully floated. (special to tress association.) Sydney, February G. In the course of a debate fir John Robertson ' suggested the conversion of the Exhibition Palace into a meat and wool depot. The remark was cheered.
