HAMPDEN BOROUGH COUNCIL.

The first meeting of the Borough Council of Hampden was held on Monday last, when there were present .—His Worship the Mayor (Mr. Wm, ; Murcott), and Councillors Weir, Douglas, Watkins, Dorreen, Murcott, P.-rker, Campbell, Familton, and Peach. The Mayor having read the proclamation declaring the town of Hampden a Borough under tho Municipal Councils Act, 1876, stated that the election had been held in accordance with the Gazette notice. The Mayor and Councillors then signed : their declarations and took their seats. On the Council proceeding to consider the Mayor's salary, his Worship intimated; that he was agreeable to act without any remuneration. He then left the room, and the following resolution, moved Tjy Councillor Dorreen and seconded by Councillor Watkins, was carried :—" That the Mayor receive no salary, but that any travelling expenses incurred by him on account of the borough, be refunded to him." A letter was read from Messrs. Si evwright and Stout, solicitors to the Hampden Road Board, stating that they would treat the proclamation issued by his Excellency the Governor, creating Hampden a borough, as a nullity, and would hold Councillors personally responsible if they proceeded to aot as if the proclamation were valid.

The following resolutions were carried :

Moved by Councillor Doreen, and seconded by Councillor Murcott, " That : a, general rate of one shilling in the pound ' be levied in the Borough of Hampden for the year ending 31st March, 1880." Moved by Councillor Murcott, and seconded by Councillor Watkins, " That the Clerk procure all necessary books for the Council, and also write to the Government printer, Wellington, for the different Acts necessary for the Council." Moved by Councillor Weir, and seconded by Councillor Dorreen, "That the ordinary meetings of the Council be held on the first Monday of eaoi month, at 7 o'clock p.m., in the Mechanics' Hall." Moved by Councillor Campbell, and seconded by Councillor Douglas, " That application b& made to the Mechanics' Institute. Committee for the renting of one of the rooms for the Council to hold their meetings in ; also asking what the terms would be."

Moved by Councillor Dorreen, and seconded by Councillor Campbell, " That the Clerk write to the Hampden Road Board, asking them to hand over to the Borough Council any funds or property belonging to the Council."

Moved by Councillor Weir, and seconded by Councillor Peach, " That the Mayor write to the Minister of Lands, Wellington, requesting him to cause to be handed over to the Borough Counci', of Hampden, in accordance with sectio n 8, of the Public Reserves Act, 187,7 section 7, block Xl 11., Moeraki, gran _t e( j as a commonage to the inhabitant , s 0 f Hampden town." Moved by Councillor Dorreen and seconded by Councillor Peach, " Tjhat the Clerk, writ© to the Hampden Roa d. Board, cautioning them against leasing • or cutting timber onthe ..'cotomonagei'inflating to them at the same'time that will be held responsible if they continue so to j act," The Council then rose.
