LATEST HOME AND FOREIGN NEWS. (itETTTEU'S TELEGRAMS. VEIL PRESS AGENCY.) Calcutta, November 20. The British have advanced as far as the foot of Kapioit, beyond the town of Thull, and occupied that position. Everywhere their advance is unresisted. (special to the muss agevcy.) London, Nov. 21. The British have crossed the Afghanistan frontier. The military authorities have interdicted the Press telegraph movements. The Viceroy has announced that the chief cause of England's quarrel with the Ameer was the question of frontier, his repeated insults, and the unfriendly acts of the Empress. There were no grievances against the Afghans. The Viceroy promised the chiefs that their privileges would be continued, but any attempts to impede the advance of the British would be severely punished. The chiefs promised assistance. A despatch from C'ranbrook justifies the policy of the Government, and shows that the Indian Government is in complete accord with the Cabinet system. The Times, in reviewing the policy of Mr. Berry, regarding his intended visit to England," advocates the Norwegian plan, and condemns the plebiscite. It says :It is improbable that Sir Michael Hicks-Beach will propose such a plan. It believes the majoritv of both parties in Victoria will accept the compromise suggested by the impartial judgment in England. Twelve thousand have been placed on the French estimates for the Sydney Exhibit'on. Messrs. Joubert andCoombes have received the Legion of Honor. DIRECT AUSTRALIAN NEWS. [RECTKn'S TELEGRAMS —PER PRESS AGENCY.] Sydney, November 22. The Anti-Chinese strike has extended to the Company's seamen and laborers at Brisbane. Anv.ij \ : IDE, November 22. The Loan Bill was tabled in the Council. It proposes a loan of L 2,403.000.
