[FROM OUR OWN CORRESPONDENT.] Wellington, August 23. There was groat opposition in the Legislative Council last ev. ning, by the Hon. Mr. Watirhor.se and others in the Legislative Council, to ihe second reading .■f the Oaimmi Waterworks Bill; but after a rao4 able and powerful speech by rhe Hon. Mr. Millar, the Bill was allowed to be read a second time on a promise being made to excise the third clause in committee.
