LATEST HOME AND FOREIGN NEWS. (keutee's special, per press agency.) London, April 26. The health of Bismark and Gortchakoff is better. Diplomatic negotiations are proceeding. The anti-English fpoling of the Russian Press is more moderate. Russia has raised a difficulty, xirging that Bismark's proposal for the withdrawal of Russian troops from Stefanoi and the British fleet from the Sea of Marmora favors England. Russia forgoes the intended entrance of officers and men into Stamboul on Sunday to attend the Greek churches. Twenty British ironclads for the Baltic squadron are now ready for service. Constantinople, April 26. The Roumelian insurgents are well officered, and occupy impregnable positions, The insurgents are driving the Bulgarians to the approaches of Phllipopolis. There is much alarm in Adrianople, whence troops have been despatched against the insurgents. ♦ VERY LATEST NEWS. (reuter's telegrams, pee. press agency.) London, April 27. It is understood that the British Government proposes that the terms of the Treaty of Paris be considered in relation to the treaty of Shiffano. St. Petersburg, April 27. With reference to England's objection to the indefiniteness of Prince Bismark's proposition for the basis of a Congress, the Ministerial journals here state that the great Powers never agreed that there should be a direct exchange of views prior to the meeting of the Peace Congress.
