The admiralty has purchased a small railway for military purposes, also four powerful ironclads in the Thames, built for Turkey and Brazil.
Money is in less demand, and rates are drooping. Bank rate '2 per cent. ; bank reserve "weakened by gold withdrawals: consols, *)->*. Australian securities show a downward tendency ; New Zealand prices, consolidated are quoted at Ki-1. At the wool sales there was considerable weakness and languor in demand, which led to several withdrawals. At St. Petcrslmrgh it is semi-oincially srated that owing to England persisting in her demand in regard to the peace conditions, the chances of the meeting of a European Congress have decreased. March 24.
England continues arming. The Russians insist on the exclusion of llr-ece from the Congress, and the question of the cession of Bessarabia and Armenia as essential. A modification of the treaty is demanded by England and Austria. England proposes that- diplomatic communication shall be treated as equivalent to repre-cntatioii on the Confcrmce. Uussia refuses to believe this communication will he i'uilil'cd, in view of the iuadinissabie pretentions of England. The relations between England ami Russia are in a critical condition. It is reported chat Ilussia demands that the British ironclad squadron should have the sea of Marmora and the Dardanelles.
