WAITAKI COUNTY COUNCIL.

A meeting of the Waitaki County Council was held at the Council Chambers at 11 o'clock this PresentMessrs. D. Sutherypi'd (in the chair), W. Sutherland, Muro v ott, Craig, Johnston, T. Y. Duncan, and Thompson, The minutes of the last meeting were read and confirmed, and the outward correspondence was read and approved ; the inward correspondence was also read. A letter was reoeived from Livingstone, thanking the Council for the grant for library. A letter was also received from the Secretary of the Awamoko library, asking that the amount voted for the riding should be handed over to the library. Mr. Duncan said that a library had bepn formed at Pukcuri, which would be entitled to half the grant. The further consideration of tie question was held over till next meeting.

A letter was read from the Colonial Treasurer's Department in respect of the claim of the Council for the distribution of the surplus land" fund of the Provincial District of Canterbury, in » c\\ the Government declines to accede Ur the request of the Council to refer the matter to a Judge of the Supreme Court. It was decided to leave the matter in the hands of the Chairman.

A letter was received from the Colonial Treasurer, enclosing a statement of the subsidy due to the Council, and stating that the amount had been paid into the Colonial Bank to the credit of the Council. The following are the particulars of the communication: —Rates collected, L44BS 4s. 3d. Subsidy, 10s. in the £on that amount, L 2,244 2s. ; less amount contributed to hospitals and charitable institutions, L 443 17s. lid., and L 34 10s. fees collected under Hie Protection of Animals Act—Ll,7os 14s. Id. The Secretary slated that he had paid over to the Acclimatisation Society the amount mentioned as fees for the protection of animals under the authority of the Government, and it was decided to write to the Government in regard to the matter.

From the clerk of the Otepopo Roud Board, stating that they would object to the County valuation as n whole.—Mr. Craig said that, although individuals might object, he did not think that the Board could object as a body. From the same Board, referring to the closing of certain Otepopo district roads.— Ordered to lie over.

From the same Board regarding the qipointment of rangers for the Otepopo district, and stating that the roods were put under the care of the County rangers. —The clerk stated that the Council had only consented to defray half the salary of rangers. The clerk was instructed to write to the Board to that effect. From the same, stating that tho Board iiad decided not to hand over any moneys

to the management of the Council.—Acknowledged. From the Clerk of the Kakanui Road Board, enclosing a resolution passed by die Board with reference to the Iblmkl Stream Bridge. It was questioned whether the Council should be expected to comply with the request, of the Kalcanui Board, as tho Council's oiler to make the bridge, provided the two Boards would make tho approaches, had been rejected. Mr. Craig thought that tho road should he taken over by the County. Tho question, of road communication between Kakanui Month and Maheno had already been postponed twice. Ho would propose that the County should take over road from Kakanui to Kurow River.

Mr. Thompson seconded the proposition. He believed that the ratepayers of (lie Chelsea Sub-division would bo unanimously in favour of it. u; jy Mr. Johnston moved, a ', -U'. S»Hifii'land seconded, as an amendment, "That nothing lie done in regard to tho matter." Mr. Mnreott moved, " That the Council adhere to its former resolution." —Tin's was not, seconded.

Mr. Johnston's amendment was canned. Mr. Craiir moved, and Mr. Thompson seconded, ''That the road leading from Kakanui to Maheno be proclaimed a County road." Mr. Johnston moved as an amendment, that the wisli of the Otepopo Road Board that no roads be taken over by the County should be attended to. Mr. Duncan moved, " That an additional portion of tho road be taken over, viz., from Maheno to the Island Stream

Brieve." Mr. W. Sutherland moved, 113 an amendment, and Mr. Johnston seconded, that thi! road to the Inland Stream bo not taken over. Mr. Duncan's motion was carried. A letter was received from Moßsrs, SievwriL'ht and Stout, with reference ti

compensation on behalf of Messrs. E. Di Carle, with reference to Sections 5 and 7, about to be taken by the County Council for purposes of a road. Ordered to stand over.

A letter was received from Mr. \V, Robinson, Warden, calling the attention of the Council to the necessity of repairthe road from Maerewhenua Pass to tin Otekaike road, and offering to suporintend the work, should the Council docidt to undertake it.

It was decided to undertake t.lio work under the superintendence of the Council'ii Engineer. A letter was read from Mr. Sheppard, stating that he would bo willing to act iw J'uundkeeper at Maheno. The oiler was accepted. From Messrs. Hislop and Crouch, with regard to the drainage on Mr. Ait'cliison's property, at Waikoura Crook, stating that unless the nuisance were abated, proceedings would be taken. Mr. Itoss wrote, complaining that Mr. Aitchisou had, by darning up the creek on his property, damaged his (Mr. Ross') property. The matter was referred to the Engb neer, to report upon

Sovoval applications for slaughtering licenses were read, and it was resolved that they bo roceived and dealt with in the usual way.

It was resolved, on the motion of Mr. Murcott, " That the slaughter-houso license fee be 1.05., and that the polios (with the consent of the Subjnspeotoi) act as inspectors of alauahterhmwii for the districts in whioh they are statiunod. (Left sitting.]
