(SPECIAL TO THE WELLINGTON AUG VS.) London, December 10. Servia justifies her declaration of war against Turkey on the grounds of oppression. The Czar reviewed 70,000 troops at Plevna. Forty thousand Russians have reinforced Gourka at Orchanie. It is improbable that Russia will consent to an armisice, unless upon definite peace proposals. The Servians were checked in their first encounter with the Turks. It is stated that before the assembling of the Turkish Parliament, tho Sultan, unknown to the members of the war party, called Rafuet, Itaonf, and Rescind Pashas, and the Grand Vizier, to a private council, and expressed strong peace sentiments. He desired a telesrram to be despatched to the European Courts, begging their immediate mediation. Italy has given a favorable reply. The Times impresses upon both combatants the necessity of a speedy agreement ; and recommends concession on the part of the Turks, and moderation on the part of the Russians. The cable ship Hibernia, with 500 miles of cable, was wrecked at Mahratta Bay. No lives were lost. The Lusitania sailed on the Bth December. Chilian. Pasha committed suicide by poison. A circular despatch .from the Povte has been received, soliciting mediation : and the collective intervention of the European Powers has been proposed, in order to prevent further bloodshed. Tho peace conditions have not been stated. The Italian Government has accepted the proposal for mediation made 'o3' the Porte, but believe the proposed mediation will be unsuccessful. Tho Russians are advancing upon Betrova from Elena. Consols, 9oi. December J 8. Russian reinforcements are arriving before Erzeroum. Several skirmishes have taken place near Eatoum. December 19. The German Government refused to entertain the Turkish proposal of mediation. The Russians have occupied Reirova. The publishes a rumour that Parliament will meet on the 17th January, in consequence of the critical condition of affairs in the East. <S> DIRECT AUSTRALIAN NEWS. The Council postponed the secmd reading of the Apropriation Dill because it was thought a discussion might create feelings of animosity between the two Chambers.
