SURRENDER OF PLEVNA. (FJiOM OU I OWN CORRESPONDENT.) DuxEDt.v, December .10. The following special cablegram has been received by the iSlar: — London, December 10. Plevna has surrendered unconditionally, with 30,000 prisoners and many thousands of wounded and starving. Osutan Pasha was wounded in a desperate effort to break through the Russian lines.
