MUNICIPAL COUNCIL.
The regular fortnightly meeting of. the Municipal Council was held at the Council Chambers last evening. There were present — i J is Worship the Mavor, Councillors Gi'obs, Procter, Speuce. Mainland, Liddle, Headland, Booth, and Familton. MINUTES, K'l'C. The minutes of the last meeting were read and confirmed, and the outward correspondence lead and approved. DISTRICT RAILWAYS BILL. A letter was road from Mr. J. Ivnowles, Under-Secretary for Public Works, intimating that ratepayers of Boroughs would be consulted as to railways proposed to be made under the District Railways Bill. Tin-: QUARRY. A letter was read from the Clerk to the Waiarcka Road Board, in reply to an application from the Council for a road to the quai-v, intimating that the greater part of the road hue was in the Waitaki Road District.—lt was resolved to make the necessary application to the Waitaki Road Board. ACCLIMATISATION SOCIETY. The Hon. Secretary of the Waita'd County Acclimatisation Society wrote asking lor a lease of a piece of ground on Reserve J> for acclimatisation purposes. Alter discussion, it was resolved to refer the matter to the Reserves Committee for report thereon at next meeting. A DRAIN*. An application from Mr. T. Meek for permission to put in a drain opposite, section 13, block XXV., was referred to the Engineer, with power to act. TRANSFER OF LEASE. The application of Mr. P. Thomson for leave to transfer the lea c of section 11, block I.XXY., to Mr. J. Hassell, jun., was granted. GAS WANTED. Mrs. Grace Suart applied for the laying on of gas to her new hotel in Thames-street. — The application was g anted, the manager of the Gas-works to be authorised to piocure the necessary pipes. THE POLICE PADDOCK. A telegram from Messrs. Shrimski and Hislop, M.H.R.'s, was read, iutimating that the Bill to facilitate the exchange of the Police Reserve hud been read a fast time. INFORMATION. A letter was read from Mr. G. S. Cooper, Under-Secretary, asking for information as to rate of wages, cost of chief articles of food, &c. —lt -was resolved that the information be furnished. STEWARD-STREET. The tenders for works in Steward-street were opened as follows:—-Hugh Barclay, L 242 Ss. Sd.; John" M'Combe, L 204 10s. ; Mr. Barclay's tender was accepted. TEES-STREET. Councillor Mainland presented a petition, signed by 21 ratepayers in Tees-street and neighbourhood, urging the necessity of an underground drain or culvert be'ng constructed in Tees-street —The petition was referred to the Engineer to report as to the possibility of constructing a drain along Tecsstreet, as a part of a general system of drainage. PUBLIC WORKS COMMITTEE. The report of this Committee was read and adopted. The Committee recommended that permission be given to Messrs. C. Galbraith and Co. to construct a tramway crossing in Humber-street, subject to certain conditions. They also" stated that they could not recommend the Council to accede to the prayer of the petitioners with reference to the making of a turnstile or gate in the Cricket Ground, nearly opposite Messrs. Hay and Ban's ; that the erection of any new lamps might well be deferred until next winter ; and that they had had an interview
•with Mr. Lowe on the subject of Isis-street diversion, and had mutually agreed to a satisfactory arrangement, which is to be submitted to the Government for approval, upon the Council making application to that effect. PUBLIC HEALTH COMMITTEE. This Committee teported that they had inspected several stagnant pools containing animal and vegetable matter situate in Thames Ward, and were of opinion that the stench arising from the various nuisances is extremely injurious to the health of the inhabitants in the immediate neighbourhood. They suggested that a written notice be served upon the various owners of the properties where he nuisances lie, viz., Robert Lindsay, section S, France's Block ; Henry Conned, agent for Fiance's Block, P"te Road ; William Hell, section 9, block VIII , Thames Ward ; James Crave, sections 7, 8, and 9, block VilF., IhamesWard; Shritnski and Muss sections 1, 2, 3, and 27, block IX., Thames Ward ; J. C Finch, section 21. block IX., Thames Ward, requesting them to use means requisite and necessary for abating and extinuishing the nuisances Complained of. t;r.AVi:r,i.iN"« streets. The Municipal Kngineer forwarded an estimate of the cost of gravelling streets, as per Councillor Liddle's motion, as follows : 1.") feet wide, L 302 Ms. ; 20 feet wide, L37S 12s.
After a long discussion, it was resolved that the following streets be formed and spread with shingle, as an experiment, not more than 3 inches deep and 15 feet wide, viz., Cross-lane from Severn-street to I Icedstreet, and Reed-street from Cross-lane to Coquet-strect, the work to be done by the Corporation drays and day labour, under the supervision of the Kngineer, a separate account to be kept of the cost of the same. a mi u .vis. Accounts, including waterworks contract, amounting to LRii> (is. Oil., as certified by the Finance Committee, were passed for payment. FENCIXti ESPLANADE PADDOCKS. This matter was referred to the Reserves Committee. THE HUMP SITE. The Kngineer was instructed to continue the work at the Hump site until the next ordinary meeting. UIIK-STItF.ET. Councillor Spence, according to notice, moved, "That Uro-strcct be formed to its permanent level from lichen-street to tin.! Show C round " Councillor Headland seconded the motion. Councillor Gibbs moved as an amendment, '• '1 hat the Kngineer prepare a plan ami estimate of the cost of the work—the same to be laid before the Council at next meeting." Councillor Booth seconded the amendment.
Some discussion took place, but eventually the amendment was negatived and the motion carried. hull-street. Councillor Spenee moved, "That the Engineer prepare and lay upon tlie talile of the Council a plan for the pennant level of Hullstreet, from Wansbeek-street to Tent street. Seconded by Councillor Headland., and carried. TEST-STKEKT. Councillor Procter having drawn the attention of the Council to the existence of a hollow on the upper side of Test-street, which required lilting up, the matter was referred to the Works Committee, with power to make an approach to pioperties on the upper side of the street. WKJ.L IS UH.UI WARD. Jt was resolved to place 1-5 at the disposal of tho Works Committee for expenditure on the well in High Ward. notice or motion. Councillor Gibl.ts gave notice to move at next meeting, "That a footbridge be erected over the railway in the line of Wear-street."
