IVJOTICE IS HEKEBY GIVEN that the I JL\ undermentioned BYE-LAWS have been duly PASSED by the Waitaki County Council, and will COME INTO OPERATION as and from the 9th DAY' of AUGUST . BYE-LAWS NO. 1. TO REGULATE THE DEBATES AND PROCEKDINGS OF THE COUNTY COUNCIL, OF WAITAKI. 1. The first business at any Meeting, or A<ljourned Meeting, of the Council, shall be the readiiig of the Minutes of the previous Meeting. '2. Aicer the Minutes have been submitted

for confirmation, the Chairman or Clerk shall lay on the table all correspondence and statements, and submit all other general information that may have been received sines the previous meeting of the Council. 3. Except as herein or by " The Counties Act, lS7b'," otherwise provided, no Member shall initiate any subject for discussion, except by permission of the Council, or unless in pursuance of notice given in writing at a previous meeting, or forwarded to the Chairman at Jeast len Days before the day appointed for the meeting at which it is brought 10. vard, and a copy of any such notice to the CJaiiman shall be forwarded by the Clerk at least Seven Days before the meeting. J . All business of which such notice has been g>ven shall be taken into consideration after the ordinary business of the Council, as provided in .Section 75. 5. The ordinary business of the Council shall be laid before it by the Chairman without notice being required. 6'. Ail business oi the Council shall be decided by resolution, to be submitted by the Chairman or Member moving the same, who shall, if required thereto, haud in such resolution in writing. 7. Every resolution or amendment not seconded shall drop without discussion, and shall not be ente ed in the Minutes, except by permi>siou of the Council. S. The debate ujion a question may be interrupted : (1) By a qucst'on of order. (2) By a motion for reading any oiticial document relevant to the ques-ion. 9. The question may be superseded : (1) -by a motion, "That the Council do now adjourn." (2) By a motion, "That the Council proceed to the next business." 10. The Council may order a complicated question to be divided. 11. A question being shall be resolved in the affirmative or m the negative by the majority of the voices, "Aye" or ".No." 1.2. The Chairman shall state whether, in his opinion, the "Ayes 1 ' or the " Noes ,: have it, and unless a division be culled for, the Chairman's deci-i;m shall be fii.al. 13. No question or amendment shall be proposed which is the same in substance as any question which, during the same meeting, has been resolved in the affirmative or negative. lb'. At special meetings of the Council no business shall be transacted exoeps that for which the meeting has been called. 23. In Committee of the whole the rules concerning the seconding of motion, and the restriction of speaking shall not apply. 25.
