WELLINGTON.
TEMPERANCE CONFERENCE. July 14. A new draft petition has been drawn up by the Committee appointed to do so by the Temperance Conference, and on Monday next will be laid before the Conference, with a view to its being laid before Parliament shortly. The alterations which it suggests in the licensing laws are c : !ufly in the direction of placing in the hands of the people the power to decide by vote whether any new licenses or renewals of existing licenses shall be granted ; it is also proposed to make the licensing districts very small ; also, that for any breach of the licensing law a publican shall not only be fined, but be liable to lose his license. Applications for licenses to be made only at annual meetings ; chat written notice of an iutention to apply for license to be given to the Resident Magistrate, and that it also be advertised twice a week, for four weeks, in some newspaper. It is stated that applications for shares in the New Union Insurance Company are coming in freely. Breacn-loading Snider rifles are to be distributed amongst the police at the beginning of next week.
