CABLEGRAM.
THE RUSSIA-TURKISH WAR, *. London, May 7. Earl Derby's despatch repudiates the arguments in Gortschakoff's circular, and declares that the Czar violates the treaties of 1856 and 1861 ; and separates from the concert of powers, and departs fi-om the rule to which he himself consented, and that since Russia assumes to act in the interest of other Powers, England declares she cannot concur in it or appr jve of the decision of Russia. Russia declines to reply.
