20. Except in the cases in this clause SpVclfifeailno driver*ofsfany carriage shall'permit the same to stand elsewhere than on - some public stand. ' ;■ (1.) Any drivermay wait! for hire at any place then-open for public amusement or for any public assemblage provided he wait at the side of the street not less than 30 feet distant from a point opposite the centre of the chief entrance of such place then open as aforesaid. (2.) Any driver hired to wait at any such place of amusement or public assemblage may take his turn in front of such place. {3.) Any hired driver may wait for his \ hirer at any convenient place which ■ may be appointed by such hirer at the side of anv street.
21. No driver of any licensed carriage plying for hire or waiting upon any public stand shall, unless then actually hired by some other person or without other reasonable bause, refuse or neglect to take immediately any fare not exceeding the number of persons which such carriage is licensed to cany, nor shall any such driver refuse or neglect to carry any reasonable quantity of luggage for any person hiring or desiring to hire such carriage, nor shall he without reasonable cause refuse or neglect to drive to any place within the Incorporated Town of Oam aru, nor shall he unless required by such hirer drive at a sloAver speed than six miles an hour.
22. No owner or driver of any licensed carriage shall exact or demand for the hire thereof to any place any greater sum than may be properly chargeable under clause 18. And in the event of any such overcharge being paid, the Justices or Resident Magistrate by whom any charge under this section may be adjudicated may in addition to imposing the penalty hereinafter provided order the owner or driver exacting such overcharge to pay the amount thereof to the party aggrieved. 23. No owner or driver of any licensed carriage having agreed to take any fare at any time to or from any place shall refuse, neglect, or delay to fulfil such agreement. 24. The driver of any hired licensed carriage shall not allow any person to ride on the box or in or upon any part of such carriage without the express permission of the person hiring the same. 25. Every person offending against any provision of these Bye-laws shall on conviction be liable to a penalty not exceeding 1 5. 26. All penalties recoverable under these Bye-laws shall be recovered in a summary way before two Justices of the Peace or a Uesident Magistrate in the manner provided by the said Acts. 27. The word carriage in these Bye-laws shall be taken and deemed to mean any licensed vehicle plying for passengers. 28. The following shall be stands for licensed carriages, viz. : The centre of Thames-street between the Post Office and Mechanics' Institute. The soulh side of Wrnsbeck-strect between Tyne-strect and ths ilail-w.-iy fence. The centre of Thames-street from North Town Boundary to Ousestreet, And such other stands as may be from time to time appointed by the Council.
SCHEDULE. Fares foe Licensed Carriages. Fares by time for licensed carriage drawn by one. horse— For the first hour (45.) four shillings per hour ; for every subsequent hour (35.) three shillings per hour ; half and quarter hours at same rates. Fares by time for licensed carriage drawn by more than one horse— For the first hour (55.) five shillings per hour ; for every subsequent hour (45.) four shillings per hour ; half and quarter hours at same rates. .... . ~. Fares by distance— ■■••-■•• From any place to any place, Is. per mile per passenger. Any distance less than a mile to count as a mile. Between 8 p.m. and 8 a.m., Is. 6d. per mile per passenger. PASSENGEES' LUGGAGE. For excess luggage over and above the 281bs. per passenger to be carried free, there may be charged for every cwt. Is. per mile. Fractions under half-a-cwt. to count as halfcwt.
